The definition of ‘State capture’ in NZ, and to whom should a complaint should be made.

Dear Minister,

After attending the 14th Transparency International Anti-Corruption Conference (IACC) in Bangkok last year
– I became acquainted with the form of ‘grand’ corruption known as ‘State capture’.

( ‘State capture’ is  ‘the phenomenon by which vested interests influence and manipulate the policy-making process to its advantage,…’

‘How to tackle the different faces of State Capture’ was the title of one of the workshops I attended at the 14th IACC.  The above quotation is taken from ‘session information’ about that workshop.)

1) Can you please provide the information which is relied upon in New Zealand that defines the form of ‘grand corruption’ known as  ‘State capture’.

2) Please provide the information which advises the ‘lead agency’ in New Zealand to whom a complaint about ‘State capture’ should be addressed.

Dear Minister,

1) Please provide a copy/ copies of all the ‘Regulatory Impact’ Statement(s) /Report(s) prepared for the ‘Regulatory Reform Bill’, which outline:

a) Those whom were ‘consulted’.
b) The ‘cost-benefit’ analysis which explains who exactly is predicted to benefit from these legislative changes and where the money will effectively go.

2) Please provide a copy /copies of all/any ‘corruption risk analysis’ (including the risk of ‘money-laundering’), which has been prepared by any party in relation to this proposed legislation.
